The Humanitarian Demining Center (Center) is a budgetary institution that falls under the jurisdiction of the Economic and Financial Department of the Secretariat of the Cabinet of Ministers of Ukraine.
The Center was established in accordance with the order of the Cabinet of Ministers of Ukraine dated April 7, 2023 No. 303 “On the establishment of the budgetary institution “Center for Humanitarian Demining”, by the order of the State Emergency Service of Ukraine dated April 13, 2023 No. NS-322 “On the establishment of the budgetary institution “Center for Humanitarian Demining” and in accordance with the order of the Cabinet of Ministers of Ukraine dated April 21, 2023 No. 358 “On the transfer of the single property complex of the budgetary institution “Center for Humanitarian Demining” to the sphere of management of the Economic and Financial Department of the Secretariat of the Cabinet of Ministers of Ukraine” transferred from the sphere of management of the State Emergency Service of Ukraine to the sphere of management of the Economic and Financial Department of the Secretariat of the Cabinet of Ministers of Ukraine (Department).
Mission
The Center's primary mission is to restore a safe environment, which is a key factor for economic recovery and community development.
The role of the Humanitarian Demining Center is to implement an effective and transparent humanitarian demining process that contributes to the restoration of security and stability in regions affected by explosive devices. The Center not only performs a coordinating role between government agencies, mine action operators and commodity producers, but also works to ensure that demined land becomes safe and suitable for living and economic activity again.
Powers of the Center
- participation in planning mine action activities;
- information management in the field of mine action within the scope of authority;
- ensuring the functioning of the demining quality management system, certification of mine action operators and inspection of demined areas;
- submission to the national mine action authority of proposals for national standardization in the field of mine action;
- testing and implementation of national mine action standards;
- participation in international cooperation;
- implementation of a unified system of training and advanced training of personnel involved in demining;
- ensuring data collection on incidents with explosive devices among the civilian population;
- involving experts in conducting investigations into incidents involving explosives;
- monitoring the condition of marking of dangerous areas;
- informing the public about the risks associated with explosive objects;
- monitoring risks associated with explosive objects;
- scientific and scientific and technical support for mine action activities within the scope of its powers;
- reporting to the national mine action authority;
- conducting data collection on the needs of the civilian population in the field of mine action;
- electronic information interaction with the State Land Cadastre regarding the provision of information on land plots contaminated with explosives/cleared of explosives.
