Humanitarian Demining 2025: First applications for cost reimbursement submitted

The first application for compensation this year has already been received. It concerns 15 plots in the Mykolaiv region with a total area of 90.8 hectares.
Farmers who produce marketable agricultural products on land plots owned and/or used by them are entitled to compensation for the costs of humanitarian demining of agricultural lands. The lands must be confirmed contaminated or likely contaminated with explosives based on the results of a non-technical survey. The identified areas must be located outside the 20-kilometer zone from the line of combat contact or the state border.
Compensation is not provided if the farmer has a tax debt (except for tax debt for land payment and single tax for payers of group IV) or is under sanctions.
Also, farmers whose enterprises are in bankruptcy or liquidation, or if the ultimate beneficiary of the producer is a citizen of the aggressor state, cannot submit applications.

The Humanitarian Demining Center verifies applications submitted by farmers, and also announces auctions for the provision of demining services in the Prozorro system, based on the results of which it signs contracts with mine action operators.
The government has made amendments to the Procedure for Using Funds Provided in the State Budget to Compensate for Expenses for Humanitarian Demining of Agricultural Land, approved by Resolution of the Cabinet of Ministers of Ukraine No. 284 of March 12, 2024. Among the updates is the extension of the deadline for submitting applications for farmers within the current budget until December 25. Previously, the deadline was set for November 15. Applications submitted by December 5 will be considered in this budget year, and others will be scheduled for next year.
In addition, a new requirement has been introduced: farmers must open an escrow account before the bidding begins. This innovation is designed to reduce the time between the completion of the bidding and the start of land clearance.
