Humanitarian Demining: One Year Since the First Cost-Reimbursement Auction

On September 4, 2024, the Humanitarian Demining Center (HDC) announced the first auction for the purchase of agricultural land demining services under the cost compensation program. During the year of the program, the HDC signed 80 contracts for the clearance of 14.4 thousand hectares of agricultural land. The cost of such work according to the auction results amounted to UAH 856.3 million. As of the beginning of September, humanitarian demining operators had fulfilled 37 contracts, returning 3.4 thousand hectares to use.
"A year ago, we launched a mechanism unique for Ukraine and the world, which allows farmers to receive compensation for clearing fields from mines and explosives. The program has become a real tool for restoring the country's agricultural potential and not only removes the financial burden from farmers, but also forms new approaches for the development of the humanitarian demining market ," said Volodymyr Bayda, director of the Humanitarian Demining Center.
Thanks to open bidding in the Prozorro system, the cost 1 hectare demining decreased by 19.5% under signed contracts and averages 58,4 thousand UAH per hectare. In total, several dozen operators took part in the auction, of which of 16 demining agreements signed.
"On thousands of hectares, where work was not carried out until recently due to the mine threat, farmers have already harvested their first harvest this year. And this is the result for which we work, for which farmers work. Operators have demonstrated that they can work in different conditions: return hundreds of hectares in a few months, work in conditions of high density of abandoned GNP. We are working on expanding the program both among farmers and on involving new categories of users who will be able to clear their lands at the expense of the state," he said. Important changes during the year of the program's operation
The compensation program is constantly being improved to become more accessible to farmers:
- the amount of compensation has been increased to 100% of the cost of demining services (initially, 50% compensation was planned, then 80%);
- restrictions on submitting applications for farmers with tax debt for land or a single tax have been lifted (provided that they are single tax payers of group IV);
- compensation for costs of repeated non-technical survey (NTS) of lands has been introduced, even if the territory does not require demining, but will be cleared based on the results of the NTS;
- a new methodology for calculating the cost of work was developed, which made pricing more transparent and fairer;
- The requirement for mine action operators (MAOs) to have experience performing similar work on areas up to 50 hectares has been abolished, which allows the recruitment of new certified MAO operators;
- changed financing procedure: now the farmer opens an escrow account immediately after the application is approved;
- Extended application deadline: until December 25 of the current year (applications until December 5 are within the current budget, later applications are postponed to the next year).
The implementation of the compensation program was made possible thanks to the coordinated work of the Humanitarian Demining Center, the Ministry of Economy, Environment and Agriculture, other relevant ministries, international partners and PMD operators.
Transparency of processes is the main principle for the work. Open auctions through the Prozorro system, clear selection criteria and quality control of work have become a guarantee of trust of farmers and the international community.
The program has significant potential for development and expansion.
The first year of operation has shown that the compensation mechanism is more than financial support. It is a step towards the economic recovery and resilience of Ukrainian communities.
