Humanitarian demining: what farmers need to receive state compensation
24.04.2025
Each application is extremely important, because it concerns people's lives and safety, - emphasized Volodymyr Bayda, Director of the Humanitarian Demining Center (Center), on Suspilny. That is why it is important to clearly understand what conditions must be met to participate in the program for compensation for costs for humanitarian demining of agricultural lands.
In his speech, the Director of the Center explained that in order to apply for compensation for the cost of demining, the site must have a confirmed status of contaminated/presumably contaminated. Such confirmation can be obtained based on the results of a non-technical survey (NTS), which can be carried out in the following ways:
- At his own expense, the farmer hires a certified mine action operator (estimated cost – 1200-1500 UAH/ha).
- Free of charge as part of the Implementation Plan for Humanitarian Demining of Deoccupied Territories.
"Thanks to the work of the Center's specialists, we have agreed with the regional military administrations to conduct free mine clearance for farmers. To do this, the agrarian must apply to the OVA and his lands will be included in the Plan for the Implementation of Measures for Humanitarian Demining of Deoccupied Territories. Of course, this may take a little longer than the first option, but such an opportunity exists and it works," said Volodymyr Bayda.
Finally, the director of the Center warned farmers against attempting to "survey" the fields themselves:
"All attempts to remove explosive objects with your own tractors, hands, buckets are very dangerous, you can't do it, and most importantly, it won't remove the status of a potentially contaminated/contaminated area from the site. Only after all humanitarian demining procedures have been carried out can the land be considered cleared."
