Humanitarian demining in Ukraine: transition from local practices to a structured market model

A Workshop on the Coordination of Mine Action Partners in Ukraine was held in Geneva, bringing together over 100 participants from around the world – representatives of governments, international organizations, donor agencies and mine action operators. Ukraine was the main focus of the discussion, as the scale of contamination of our territory with explosive devices remains unprecedented.
The Ukrainian delegation presented not only the strategic vision and needs of the country, but also real tools that are already working. Among the speakers at the workshop was Volodymyr Bayda, Director of the Humanitarian Demining Center. He presented the results of the implementation of the State Program for Compensation for Demining Agricultural Lands - the first mechanism in Ukraine that paves the way for the creation of a full-fledged humanitarian demining market.
A program that changes the approach
The program is not just about technical land clearance. It is a story about security, economic recovery, and effective government-business engagement. It allows farmers to return their fields, which still remain potentially dangerous, to cultivation, and mine action operators to receive clear market rules and transparent financing mechanisms.
Farmers submit applications for participation through the State Agrarian Register. After checking documents and confirming the fact of contamination, the Center announces an auction on the Prozorro platform, where the contractor is selected. The result of this process is safe, certified land that returns to life - both economically and socially.
Numbers that speak for themselves
The indicator of economic efficiency is important. Competition at auctions allowed to reduce the average cost of demining from 70.6 thousand hryvnias to 57.5 thousand hryvnias per hectare. The total savings of public funds amounted to 15%. comparing expected costs with actual costs under signed contracts.
From point solutions to market and systemic changes
“We created not just a program – we launched a humanitarian demining market in Ukraine,” the Director of the Center noted during a speech in Geneva.
Using the example of the Irpin community, where a full cleaning cycle was carried out on 487 hectares in just three months, he demonstrated how effectively this system works.
With the introduction of the compensation model, humanitarian demining in Ukraine has reached a qualitatively new level. It ceases to be a purely security challenge and is transformed into a full-fledged economic sector with clear procedures and real results.
Looking to the future
In the future, the Center plans to expand the compensation program to forests and other important territories. And most importantly, it remains open to partnerships, new technologies, and international experience.

Together, we can transform once-dangerous lands into places where communities can rebuild, farmers can till their fields and children can play without fear.", - concluded the speech of the Director of the Center.
