Land without mines: Government increases support for farmers in humanitarian demining
25.06.2025
A meeting on the status of implementation of humanitarian demining measures, chaired by the Prime Minister of Ukraine Denys Shmyhal, was held at the Mine Action Office of the State Emergency Service of Ukraine.
During the meeting, the strengthening of support for farmers within the framework of the program for compensation for costs for humanitarian demining of agricultural lands was discussed. It was proposed to make the State Agrarian Register a single point of interaction for farmers and the state, which would allow unifying data, simplifying procedures and ensuring transparency.
Particular attention was paid to the issue of demining frontline areas. The participants agreed to redistribute powers between ministries and bodies responsible for operational and humanitarian demining in order to accelerate and improve results in this area.
The Director of the Humanitarian Demining Center (Center) presented the updated results of the demining compensation program: a total of 69 contracts have been signed for the clearance of almost 14.2 thousand hectares of agricultural land. In addition, the efficiency of using funds is significant - the savings in the average cost of purchasing 1 hectare of demining compared to the expected cost with the actual cost under signed contracts is 17.32%.
The Center's director also outlined key problems that hinder farmers' participation in the program and ways to overcome them. These include expanding access to the program for individuals (sole proprietors), individual work with farmers, developing step-by-step instructions for farmers, and an active information campaign together with the Ministry of Economy.
Following the meeting, the Prime Minister set a number of tasks, including accelerating the launch of the Register of Potentially Contaminated/Contaminated Territories, as well as developing mechanisms for attracting international funding directly for demining needs.
