The compensation mechanism should also cover forests

Ukraine has an effective mechanism for clearing territories thanks to the program for compensating for the costs of demining agricultural lands (compensation program) – and it is worth expanding its effect to new areas, primarily forests. This was emphasized by Volodymyr Bayda, director of the Humanitarian Demining Center, on the air of Suspilny.
"Forests are often more dangerous than fields. A person may not go to the fields yet, but he goes to the forest regularly: for mushrooms or berries, for a walk, or just on the road to a neighboring village. That is why it is extremely important to ensure the demining of forests," the director of the Center noted.
Despite the urgent need, the main obstacle to forest clearance remains the lack of state funding. Due to the full-scale war, Ukraine is unable to cover the cost of such work on its own. The cost of clearing 1 hectare of forest can reach 8-12 thousand dollars, so it is important to attract international assistance. Special expectations are placed on the results of the International Conference on the Reconstruction of Ukraine (URC2025), which was recently held in Rome.
At the same time, Ukraine demonstrates that it is capable of implementing effective approaches even in times of war.
"We are constantly moving forward. Thanks to the effective cooperation of the Center with the Ministry of Economy of Ukraine and the United24 platform, we managed to attract funding for the cleaning of a number of objects: forest areas in the Kyiv and Chernihiv regions, industrial zones in the Kharkiv region, as well as a hospital in the Kherson region. These are examples that show that Ukraine has not only a need, but also ready-made implementation mechanisms," the director of the Center noted.
Another indicator of efficiency is the reduction in the cost of demining. Volodymyr Bayda emphasized: thanks to the compensation program, it was possible to significantly reduce the average cost of clearing one hectare - from about 30 thousand dollars (which was the average estimate in the world and in Ukraine) to 1370-1420 dollars. This became possible thanks to the open market, the activity of certified PMD operators and competitive procurement mechanisms.
“We are confident that we will be able to clean up Ukrainian land faster and more effectively, ” Volodymyr Bayda concluded. “The main thing is to continue creating transparent tools and demonstrate to partners that even during war, we are able to implement effective solutions.”
