International cooperation for safe territories: a pilot project in the Kharkiv region

The UK Foreign, Commonwealth and Development Office (FCDO), the Eastern Europe Foundation (EEF), as the implementing partner of the Swiss-Ukrainian E-Government for Accountability and Community Participation Programme (EGAP), and the Centre for Humanitarian Demining (Centre) have signed a Memorandum of Understanding and Cooperation.
The goal is to join forces to implement a pilot project in the Kharkiv region aimed at identifying priority areas for humanitarian demining. The project began on January 6, 2025 and will last three months - until the end of March 2025.
"This project is designed to improve humanitarian demining processes through the automation of data analysis and resource optimization. The use of modern technologies and analytical solutions will contribute to the effective identification of priority areas for humanitarian demining, which is a critically important step for ensuring security and the earliest possible restoration of economic activity in the region. In particular, the prioritization methodology will be based on a clear algorithm based on a wide range of data that will take into account economic, social, environmental and security factors for a specific territory," said Volodymyr Bayda, Director of the Center.
FCDO and the Swiss government will fund the pilot project for a total amount equivalent to 500 thousand US dollars, and the Center is responsible for the management, coordination of the parties involved, and the sustainable development of the initiative.
Based on the results of the pilot project, the prioritization approach has the potential to be applied in all regions of Ukraine affected by mines and other explosive objects. The signatories of the Memorandum hope that this project, which is innovative for mine action worldwide, will become a clear example of the positive impact of international cooperation on demining processes.
