Demining Compensation Program: What Farmers Need to Know

100% compensation from the state for humanitarian demining – such support is now available to Ukrainian farmers whose fields were damaged as a result of the war. Roman Sokolivsky, a leading expert at the Humanitarian Demining Center, spoke more about the conditions for participation in the program, the stages of application verification, and the procurement procedure during the webinar “Demining fields for farmers: how to do it profitably and with public funds.”
The event was organized by the All-Ukrainian Congress of Farmers in partnership with the international humanitarian organization MERCY CORPS within the framework of the Farmer Support Program.
State program: briefly about the main things
The compensation program aims to make areas contaminated with explosives safe for life and agricultural activities.
From the moment the program is launched:
🔹 466 applications for demining were submitted with a total area of over 77 thousand hectares
🔹 75 auctions were held on Prozorro
🔹 62 contracts have been concluded for the demining of 13.9 thousand hectares
Who can receive compensation?
- Farmers who demined fields at their own expense between February 24, 2022 and April 15, 2024. The state will compensate for 80% of the cost of the work performed.
- Farmers who are just planning demining. Compensation is 100% of the cost of services.
How does the mechanism work?
- Submitting an application through the State Agrarian Register (DAR)
The Humanitarian Demining Center verifies:
- the presence of probable contamination/pollution of the areas;
- boundaries and purpose of land;
- absence of tax debts;
- the absence of the farmer on the sanctions lists.
- Opening an escrow account in one of the state-owned banks.
- Auction announcement in the Prozorro system.
The mine action operator that offers the lowest price will win.
- Signing of the contract by the Center with the auction winner.
- A mine action operator begins humanitarian demining work.
- Verification of the quality of demining by the Mine Action Center.
Once the results are confirmed, the farmer can use the land, and the operator receives payment from the escrow account.
