The state compensation program for demining has been expanded - it is now available to individuals

The Cabinet of Ministers of Ukraine adopted amendments to Resolution No. 284, which expanded the state program for compensation for costs for humanitarian demining of agricultural lands.
Accordingly, the program can be used not only by agricultural enterprises, but also by individuals, in particular households, owners or users of land plots who run a farm or work as self-employed in agriculture without creating a legal entity.
This means that thousands of landowners and users who previously could not take advantage of the state compensation program now have the opportunity to apply. After all, many dangerous areas belong to individual farmers, for whom demining is the main condition for returning to work on their own land.
"Expanding access to the program is an important and logical step. Now everyone who has land and wants to cultivate it can receive support from the state. This makes it possible to restore local production and life in communities," said Volodymyr Bayda, director of the Humanitarian Demining Center (Center).
How to apply
To take advantage of the program, an applicant can submit an application through the State Agrarian Register (DAR).
In the registry, the application is automatically generated according to the established form and submitted electronically.
If the applicant does not have the technical ability to use the DAR or is in difficult life circumstances, you can submit an application using alternative methods:
- In paper form - in person to the local state administration, military administration (if established) or the executive body of the village, settlement or city council at the location of the land plot.
- In electronic form - to an official email address specified by the authority, with a qualified or advanced electronic signature on a qualified certificate.
What happens after submitting an application?
If the application is not submitted through DAR, local authorities will verify it within three working days of its registration. After that, an electronic list of applicants is generated, signed by an authorized person, and submitted to the Humanitarian Demining Center by the 5th of each month, along with copies of the applications.
The applicant will be notified of the decision on the application (accepted or rejected) within two business days.
The center verifies the applicant and their land plots' compliance with the requirements for participation in the compensation program. If the application is approved, the farmer must open an escrow account at a designated bank within 10 business days - otherwise, the application will be rejected.
It is separately stipulated that applications for demining state-owned agricultural lands are considered on a priority basis.
