Demining must be transparent and fair

Volodymyr Bayda, Director of the Humanitarian Demining Center, took part in the UAHD MeetUp event, where he presented the features of forming the estimated cost of agricultural land demining works and shared practical cases of its application.
The main attention was focused on the Methodological Recommendations for Calculating the Cost of Humanitarian Demining, approved by the Order of the Ministry of Economy of Ukraine dated 12.04.2024 No. 9180. The calculation provides for a clear formula that takes into account direct costs, other costs, complexity of work and profitability for mine action operators (MAOs). This approach ensures economic feasibility and transparency when concluding contracts for the purchase of humanitarian demining services.
Practical examples show that the actual price of the contract between the Center and the PMD operator is lower than the estimated cost calculated according to the Methodology.
For example, for one of the farms in Mykolaiv region, the estimated cost of humanitarian demining was UAH 74.5 thousand per hectare. However, during the bidding, one of the PMD operators offered a lower price – UAH 65.7 thousand per hectare. It was with him that the Center concluded a contract. As a result, it was possible to save UAH 8.7 thousand per hectare.
"We strive for every hryvnia directed at humanitarian demining to work effectively. That is why we are implementing clear mechanisms, equal conditions for participation, and a competitive approach to value formation. This is about trust and responsible use of funds in an extremely important area for the country," said the Director of the Center.
In addition, Volodymyr Bayda reported on important changes that occurred during the implementation of the state cost compensation program:
- Introducing compensation for non-technical survey costs, even if demining is not carried out, provided that a letter of guarantee is available.
- Prohibition of participation in tenders by PMD operators who are related parties to customers.
- For demining areas up to 50 hectares, previous experience in performing similar work is not required.
- Breaking large areas into smaller ones.
UAHD MeetUp is a monthly professional event format that has already become a platform for professional dialogue, exchange of practices, and strengthening cooperation in the field of humanitarian demining. These meetings are initiated by the NGO "Ukrainian Association for Humanitarian Demining".
