25.09.2026
Ukraine and Syria signed the Agreement on Cooperation in the Field of Humanitarian Demining within the Framework of Strengthening International Cooperation. The document was signed by the Deputy Minister of Economy and Environment of Ukraine Ihor Bezkaravainy and syrian Deputy Minister for Emergency Situations and Disaster Management Mustafa Munir. Director of the Center for Humanitarian Demining Volodymyr Bayda took part in the preparation and signing of the Agreement.
The agreement is aimed at strengthening practical cooperation between Ukraine and Syria in the field of cleaning up territories affected by the war and returning them to safe and productive use.
This Agreement became the first such bilateral document between Ukraine and Syria after 2011 and opens a new direction of practical interaction between the two states.
Further joint work will include conducting field exercises, exchanging professional and technical experience, providing modern equipment and technologies for conducting operations for the examination and detection of explosive objects, as well as organizing field visits of Ukrainian groups and experts to Syria. Work will begin experimentally in some areas of Idlib and Haleb provinces.
Deputy Minister of Economy and Environment of Ukraine Ihor Bezkaravainy noted that the agreement takes into account a number of important points, in particular the export of demining technologies and disposal of war remnants from Ukraine, as well as the active participation of Ukrainian specialists.
Director Volodymyr Bayda of the Humanitarian Demining Center noted that the experience of Ukrainian demining operators in the field of humanitarian land clearance is unique, in a short time they learned not only to effectively free the territory from explosive objects, automate processes, but also to return the land to cultivation.
We have a unique experience, ready to share and scale it. Especially since we have a common enemy with Syria, which polluted our lands. Cleaning territories from explosive objects, whether in Ukraine or in Syria – is a contribution to the future. We will share our knowledge, see the experience of Damascus. Let's do more”, – together
emphasized Volodymyr Bayda.
The agreement also provides for the strengthening of institutional cooperation between the parties and the development of joint activity mechanisms, which will help to accelerate the pace of mine-related work, as well as support for efforts to rehabilitate agricultural land and return it to the production cycle, which will contribute to revitalizing the agricultural economy and improving the living conditions of affected local communities.
