Without escrow accounts and unnecessary bureaucracy: the demining program for farmers was launched in 2026

Today, April 9, this year's budget program ”Humanitarian demining” starts. The program provides for 100% coverage of costs for demining agricultural land plots and 80% coverage for already demined land from February 24, 2022 to April 15, 2024 inclusive. This year, UAH 2 billion has been allocated to the state budget for humanitarian demining of agricultural land plots.
Farmers, business associations (in whose authorized capital 100% of shares belong to the state), as well as individual farmers whose lands are contaminated/presumably contaminated with explosive objects (GNP) can apply for participation in the program through the State Agrarian Register (DAR).
In order to participate in the program, you need to receive confirmation from the Mine Action Center (MIPC) about the pollution of GNP land plots and meet the following criteria:
- not be under NSDC sanctions;
- not have a tax debt as of the 1st day of the month preceding the application month;
- not be subject to EU restrictive measures;
- not to have among the ultimate beneficial owners nationals of the aggressor State;
- are not in the process of bankruptcy or liquidation;

not be associated with a certified PHC operator with whom a demining agreement has been concluded.
This year, the Government, on the initiative of the Center for Humanitarian Demining, simplified the conditions for participation in the program. From now on, applicants do not need to open escrow accounts in banks, to which funds were credited to pay the cost of the works. This procedure will be carried out by the Humanitarian Demining Center.
Thanks to the program, it has already been possible to clean more than 15,000 hectares of agricultural land from explosive objects and return it to active use.
